Japanese maple fungi?

I have a japanese maple in a reasonabley large pot, the treee is about 3 ft high, this year it has developed black dots about the the size of ladybirds on the trunk and branches, when i sc them off they appear to be 'furry' underneath and return within a day or two, what is it and is it fatal to the tree if untreated? I am in England thanks
