Engine is not cranking need help?

i just worked on the plymouth voyager 1998 did a little work on the cylinder heads and putted everything back together and tighten everything according to torque specs... now when i turn on the ignition key i hear the wining sound its the starter i think but its not cranking over the engine and the battery is fully charged ...
