San Andreas Turf?

I just started being able to have gang wars in the PS2 version of San Andreas, and I've been gaining all the opposing gangs land, but a small area inside the Jefferson Motel area, remains purple (showing that it is Ballas' territory) and I can't start a gang war there because either there is never enough Ballas or it won't let me. Is this piece of land gainable? And if it is, where can I start the gang war to achieve it. Thank you.
